Steam update for Desktop brings DLC fixes while Steam Deck gets startup and BIOS update fixes

Valve released another small stable Steam Client update for Desktop and Steam Deck, bringing in some pretty essential fixes for both platforms.
Seems there’s been a few sneaky annoying bugs that have crept into updates lately, so hopefully this update solves the most pressing issues.
For Steam Deck:
General
- Fixed installed DLC not being recognized by some games.
- Fixed startup failure causing Steam to get stuck displaying Installing/Verifying screen when runtime files fail to unpack.
- Fixed a bug that prevented BIOS updates from applying via Settings->System on Steam Deck OLED.
And for Desktop:
General
- Fixed installed DLC not being recognized by some games.
- Fixed Steam client window not setting maximized state correctly at startup.
- Disable spellcheck suggestions for CD-Key input fields.
- Increase timeout before Steam will consider a steamwebhelper process unresponsive to reduce spurious failures when launch time is longer than expected.
macOS
- Fixed crash initializing the Steam Overlay in some games when using Parallels.
